We were using Zenefits, but we switched to ADP. We ran into some scalability problems with Zenefits. ADP is the market leader and they are a very stable system. The UI, unfortunately, is not as good.

ADP - Best Benefits Tools for Startups

ADP is a professional employer organization (PEO) that handles all aspects of HR, from benefits to compliance to payroll. The platform differentiates itself from other PEOs by allowing you to pick and choose your benefits, rather than limiting you to pre-bundled packages (though those do exist, if you so desire). ADP divvies up its services depending on the type of business you are, offering different plans for client ranging from the smallest of startups to multinational corporations with thousands of employees. Overall, founders are not wild about ADP’s user experience with regard to both the interface and customer service.

How startups use ADP?

Most users are midsized or large companies that have outgrown some of the smaller providers like Zenefits, but would prefer to avoid a more traditional PEO like TriNet.
